Joe, we need to assure Russia and China that we are dismantling the "secret nuclear weapons system" and that we are not a threat to them or other countries.

During one of the interviews with David Letterman on the Late Show, Trump complained about a decision not to develop the "Neutron Bomb".
He told Dave that if he were President he would develop the Neutron Bomb.
Dave assumed Trump was just talking crazy.

Read about the Neutron bomb. It can kill all the living animals with an intense burst of radiation, but the buildings and infrastructure are mostly undamaged. There is little long term radiation. So an invading country can move in to the cities and with a little fixing up, quickly resume life there as if they had lived there all along.
Since it won't end all life on Earth like a conventional thermonuclear war would, the mutually assured destruction deterrent doesn't deter nations from doing this.
Now if we go to war we are unlikely to nuke our own country with conventional nukes, so Chinese and or Russians could move into Canada, the U.S. and Mexico and take over even if we killed most of their people in their countries. That is if they got a strike quickly enough with neutron bombs. Hence the usefulness of the hypersonic missile.
So Trump has put the entire world in peril.

I had a nightmare last night about a nuclear attack at my home town. It got me thinking about what sort of underground shelter I would have to build to survive. Conventional nukes (small ones) might be used on military installations and Neutron Bombs would be used on the civilian population.
So if a person had a large tank of water in the ground and their shelter underneath it, would the water absorb most of the radiation? Or would it require a massive lead ceiling?
I would rather have a water tank if that would be adequate, buried in my back yard with the shelter under it, because water would come in handy pretty quickly, and a nearby military base might result in the reservoir being polluted with fallout.
A radiation detector would also be important to have.
