It's important to consider the number of people involved in the whole project. Is there really a belief that hundreds of people were involved in something and they're all keeping a secret?
What would the payoff be?

What would the payoff be? I would suppose the payoff would be to intimidate the Russians and convince them we were more advanced than they might have believed.

That doesn't seem to be too bright of an idea. It took big factories to build the space ships. And, the Russians are aware of American manufacturing capabilities -- it's always a mistake to assume other people are stupid until it's clearly proven.

The Russians would have known it was a hoax. They would have continued to the moon and claimed it. A hoax does not nullify an actual visitation and claim.
More recently, the Chinese announced plans to visit Mars and land a rover on it in 2020. So now we have a new space race. I saw a recent claim that astronauts would have their brains fried by intersolar particles that are thought to stream through the space between here and there. It is probably an attempt to frighten the Chinese.

Why have they not returned to the moon? Why have the Russians not attempted a moon landing?

I hope we live long enough to see the Chinese build a moon base with a colony of people.
Russia can't afford it right now. They dropped their plans to land a man on the moon because we got there first. Russia would have claimed it. Once they couldn't claim it, there were more important things to spend the money on. If you remember, the Soviet Union collapsed because of military spending they couldn't afford.

Creating colonies is secondary. The point is space exploration.
