1 Samuel 16:23 “And it came to pass, when the evil spirit from God was upon Saul, that David took an harp, and played with his hand: so Saul was refreshed, and was well, and the evil spirit departed from him.”
God has no evil so how can an evil spirit come from God.
It must be in the permissive since.

In Buddhism, devils are considered heavenly beings. They have very long life spans just as gods do. When you think about it you will remember that Satan is considered to have been the foremost of the angels but rebelled against God. As a result he earned the assignment of dealing with evil people. The Lotus Sutra predicts in Chapter 6, that when Mahakashyapa becomes a Buddha, "There will be no workings of the devil, and although the devil and the devil's people will be there, they will all protect the Law of the Buddha." It predicts that when Katyayana becomes a Buddha, his land will be "pure and clean, and all who see it will rejoice.The four evil paths of existence, hell and the realm of hungry spirits, beasts and asuras (asuras are devils {sanskrit}), will not exist there." All Buddhas earn the title of "teacher of heavenly and human beings".

And so it was, whenever the spirit from God was upon Saul, that David would take a harp and play it with his hand. Then Saul would become refreshed and well, and the distressing spirit would depart from him.
A more accurate translation. In the original Hebrew there is no "evil" before the first Spirit from God, that word only occurs with the distressing (evil) spirit that would depart from Saul.

It must be in the permissive since. If you do a word study on "evil" in this context you will probably find that it does not mean evil, as in wicked and sinful, but rather calamitous or mischievous. Also, the word "evil" doesn't appear in other translations, for example... 1 Samuel 16:23 World English Bible (WEB) 23 When the spirit from God was on Saul, David took the harp, and played with his hand; so Saul was refreshed, and was well, and the evil spirit departed from him. And the Complete Jewish Bible says this, "23 So it was that whenever the [evil] spirit from God came over Sha’ul, David would take the lyre and play it, with the result that Sha’ul would find relief and feel better, as the evil spirit left him." The word "evil" is in brackets indicating it doesn't belong there. Quotations from biblegateway.com You really must be careful with the most popular English Translations. Through the years the true meaning has been watered down.
