I found some rules from other boards, suggestions are welcome;
1. The group shall be visible to the board and internet community at large However, members will need to be approved by the Administration.
2. New members, except for special circumstances, will, for a period of no less than one week and no more than ten days, be able to respond to posts only. After this probationary period, they will have full privileges including the ability to create topics of their own.
3. The administration reserves the right to deny people the ability to apply based on history in other forums.
Conduct
1. Excessive profanity will not be tolerated; racist, sexist, homophobic, anti-Semitic or other blatantly anti-religious, or ethnic slurs will not be tolerated either
2. No member shall advocate violence against another member, or any action that could be considered a crime. This includes robbery, assault, rape or other sexual assault.
3. Calls for armed revolt or insurgency against the Government of the United States will not be tolerated.
4. Posting of personal data about any member is prohibited. Real names will only be used if the member approves.
5. Personal attacks on members should be kept to minimum. If a poster feels the attacks are becoming excessive, an administrator should be contacted.
6. Spamming or blatant advertising in prohibited.
7. Duplicate topics will be merged, or the one that was posted earlier will remain.
Originality
1. Links to articles, videos, songs or podcasts should be placed in the appropriate forums. A brief summary of the content, 1-2 sentences, should precede the link. This applies to articles or videos that are added in the course of discussions as well.
2. Images should be kept to a reasonable size (320 x 480) or smaller. Larger images should be linked and described.
Violations and Enforcement
1. The administrators, who will be so designated, shall have the authority to determine what a violation is and take the following measures. For the first offense, they will warn the violator and give the violator 3 days to take corrective measures; such as deleting or editing the post. On the second offense, they will strip the offender of their ability to create new topics for the period of one week. Upon a third offense, that member will
be put up for a banning.
2. Votes on banning will be made by the membership as a whole. The vote will not be valid unless a quorum is reached. If a quorum is not reached within a period of one week, the violator shall have their posting privileges restricted to replying for an additional week. Should a majority vote for a ban, the user will be permanently banned. Should a majority vote to keep the violator, the violator shall return to full status, but a second violation will result in an immediate vote to ban.
5. If a user is repeatedly put to a vote, the administration will determine if a summary ban is in order.
6. If any member has been reported 3 times in one day the admin will determine if a temporary ban is needed and will ban if a 4th report comes in the next day. This does not require a member vote, although a permanent ban still will require a vote by the membership.

2. The creation of new forums will be voted on by the body as a whole, in this case, a simply majority of those present will be required.
